{"id":414,"date":"2011-02-08T20:55:00","date_gmt":"2011-02-09T00:55:00","guid":{"rendered":"http:\/\/blog.cmhughesmd.com\/?p=414"},"modified":"2011-02-08T20:55:00","modified_gmt":"2011-02-09T00:55:00","slug":"the-acp-advocate-blog-by-bob-doherty-irony","status":"publish","type":"post","link":"http:\/\/blog.cmhughesmd.com\/?p=414","title":{"rendered":"The ACP Advocate Blog by Bob Doherty: Irony"},"content":{"rendered":"<p><a href=\"http:\/\/advocacyblog.acponline.org\/2010\/12\/irony.html\">The ACP Advocate Blog by Bob Doherty: Irony<\/a><\/p>\n<p>Good piece on the GOPs history of advocating for an individual mandate &#8211; until Democrats suported it:<\/p>\n<blockquote><p>In 1990, the conservative Heritage Foundation developed a plan for universal coverage that <a href=\"http:\/\/www.heritage.org\/Research\/Reports\/1990\/07\/Using-Tax-Credits-to-Create-an-Affordable-Health-System\">described<\/a> the individual mandate as a \u201csocial contract\u201d between the government and individuals:\u201cUnder this social contract, the federal government would agree to make it financially possible, through refund able tax benefits or in some cases by providing access to public-sector health programs, for every American family to purchase at least a basic package of, including catastrophic insurance. In return, government would require, by law every head of household to acquire at least a basic health plan for his or her family.&#8221;<br \/>The individual mandate was then <a href=\"http:\/\/www.npr.org\/templates\/story\/story.php?storyId=123670612\">incorporated<\/a> into bills proposed by GOP stalwarts Orrin Hatch (R-UT) and Chuck Grassley (R-IO) as an alternative to \u201cHillary Care.\u201d It later became a lynchpin of the Massachusetts health reform plan championed by then governor (and likely 2012 presidential candidate) Mitt Romney (R-MA).<br \/>That was then, this is now.<br \/>The Heritage Foundation now <a href=\"http:\/\/www.heritage.org\/research\/reports\/2009\/12\/why-the-personal-mandate-to-buy-health-insurance-is-unprecedented-and-unconstitutional\">argues<\/a> that the individual mandate is \u201cunprecedented\u201d and \u201cunconstitutional\u201d- conveniently ignoring its own past ownership of the idea. A few days ago, Senator Hatch <a href=\"http:\/\/www.nationalreview.com\/corner\/255166\/re-virginia-judge-rules-individual-mandate-unconstitutional-robert-costa\">hailed<\/a> the Virginia judge\u2019s decision to overturn the individual mandate as \u201ca great day for liberty. Congress must obey the Constitution rather than make it up as we go along.
