It was designed to save $115 billion over ten years to avoid making any other painful, politically unpopular changes to Medicare.<\/p>\n<p>In 1998, <a href=\"http:\/\/docs.newsbank.com\/openurl?ctx_ver=z39.88-2004&amp;rft_id=info:sid\/iw.newsbank.com:NewsBank:BGBK&amp;rft_val_format=info:ofi\/fmt:kev:mtx:ctx&amp;rft_dat=0EADDD743178A57F&amp;svc_dat=InfoWeb:aggregated5&amp;req_dat=0FF911B8361573B3\">all the interested parties were pushing back<\/a>:<\/p>\n<blockquote><p>&#8220;Everybody who got a tuck and a trim in 1997 wants more money,&#8221; said Ari Fleischer, spokesman for the House Ways and Means Committee, which oversees the nation&#8217;s health care program for the elderly and disabled. &#8220;If everybody . . . gets more money, Medicare will go broke even faster. <\/p><\/blockquote>\n<p>And here we are, gearing up again&#8230;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Just looking up a little SGR history.
