{"id":793,"date":"2008-03-25T12:19:00","date_gmt":"2008-03-25T16:19:00","guid":{"rendered":"http:\/\/blog.cmhughesmd.com\/?p=793"},"modified":"2008-03-25T12:19:00","modified_gmt":"2008-03-25T16:19:00","slug":"drawing-lots-for-health-care-oregon-new-york-times","status":"publish","type":"post","link":"http:\/\/blog.cmhughesmd.com\/?p=793","title":{"rendered":"Drawing Lots for Health Care -[Oregon] New York Times"},"content":{"rendered":"<p><a href=\"http:\/\/www.nytimes.com\/2008\/03\/13\/us\/13bend.html?_r=1&amp;oref=slogin\">Drawing Lots for Health Care &#8211; New York Times<\/a>:<\/p>\n<p>&#8220;Last month, right after he had the heart attack and then the heart surgery and then started receiving the medical bills that so far have topped $200,000, Melvin Tsosies joined the 91,000 other residents of Oregon who had signed up for a lottery that provides health insurance to people who lack it.<\/p>\n<p>Melvin Tsosies is among Oregonians who signed up for a health insurance lottery. \u201cThey said they\u2019re going to draw names, and if I\u2019m on that list, then I\u2019ll get health care,\u201d said Mr. Tsosies, 58, a handyman here in booming Deschutes County. \u201cSo I\u2019m just waiting right now.\u201d<\/p>\n<p>Despite the great hopes of people like Mr. Tsosies, only a few thousand of Oregon\u2019s 600,000 uninsured residents are likely to benefit from the lottery anytime soon. The program has only enough money to pay for about 24,000 people, and at least 17,000 slots are already filled.&#8221;<\/p>\n<p><em>further down&#8230;<\/em><\/p>\n<p>&#8220;Oregon once sought to serve a far larger population of those in need.<br \/>It has been more than a decade since the innovative Oregon Health Plan became a forerunner of state health care reform as it pursued universal health coverage. Conceived on a restaurant napkin in the late 1980s, the program had by 1996 reduced the number of the uninsured to about 11 percent of all residents, down from more than 18 percent in 1992.
